بومی سازی الگوی شهر اکولوژیک بر اساس آینده پژوهی سناریو مبنا، نمونه موردی؛ شهر بجنورد
ظهور رویکردهای جدید برنامهریزی شهری، افقی تازه از این علم را نمایان میسازد. رویکردهایی که به جای الویتدهی به کالبد شهر، زمینههای مختلف آن را دربر میگیرد. در این رویکردها، نگاه به شهر، به عنوان سیستمی اکولوژیکی-اجتماعی بر نگاه کالبدی صرف غالب شده و توانسته روابط اکولوژیکی- اجتماعی موثر بر شهر را شناسایی و از آنها در جهت رفع مسائل شهری بهره ببرد. شهر اکولوژیک، شهری هماهنگ با طبیعت، به دنبال تحقق پویایی اقتصادی و عدالت اجتماعی است. در این بین شهر بجنورد، با پتانسیلهای بومشناختی و طبیعی از جمله شهرهایی است که با وجود زمینههای اکولوژیکی در آن، به دلیل تغییرات ناگهانی رشد جمعیت شهری و توسعههای اخیر، از حرکت در مسیر توسعه شهری پایدار، بازماندهاست. پژوهش حاضر از نوع توصیفی- تحلیلی و اکتشافی، با استفاده از شیوه آیندهپژوهی صورت گرفته که به شناسایی قابلیتها، محدودیتها و یا زمینههای تحقق شهر اکولوژیک در بجنورد میپردازد. هدف پژوهش، آن است که با شناخت زمینههای شهر اکولوژیک در بجنورد و با بهرهگیری از تکنیک آیندهپژوهی و در قالب مصاحبه دلفی و سناریوها، رویکرد را بومیسازی کند. نتایج پژوهش حاکی از آن است که سه مولفه اساسی مدیریت هوشمند شهری، حفاظت محیط-زیست شهری و نیز ارتقا کیفیت حملونقل عمومی در کنار کارایی مصرف انرژی در دستیابی به شهر اکولوژیک بجنورد، ضرورت دارد.

آمایش سرزمین و راهبردهای توسعة گردشگری پزشکی در راستای گسترش دهکدههای سلامت، نمونه موردی: منطقه دو سلامت
دولتهای بسیاری در سرتاسر جهان نسبت به توسعه و گسترش صنعت گردشگری پزشکی بهعنوان یک صنعت استراتژیک ملی و یکی از اشکال تجارت خدمات سلامت مشتاق و در این راستا برنامهریزی میکنند. با توجه به قابلیتهای ایران در این صنعت، پژوهش حاضر باهدف تدوین و اولویتبندی راهبردهای توسعة گردشگری پزشکی منطقه دو سلامت با رویکرد یکپارچهسازی خدمات و در راستای گسترش دهکدههای سلامت است. در مرحله اول دادهها با روش تحلیلی - اسنادی (رویکرد تحلیل محتوا)، سپس مصاحبه و پرسشنامه با تعدادی از خبرگان کلیدی بدست آمده و جهت تجزیهوتحلیل آن از نرمافزار - MAXQDA-18استفاده شد. در مرحله دوم، دادههای بدست آمده از گام قبلی جهت ارزیابی وضعیت موجود منطقه موردمطالعه با استفاده از تکنیک SWOT، موردبررسی قرار گرفت، سپس با ترکیب دو تکنیک SWOTو DEMATELفازی در راستای هدف تحقیق انواع راهبردها مشخص و با استفاده از تکنیک AHp اولویتبندی شدند. جامعه آماری مرحله ارزیابی و اولویتبندی شامل 20 نفـر از خبرگان گردشـگری سلامت منطقه آذربایجان بوده است. یافتههای حاصـل از تلفیـق تکنیکهای تصمیمگیری چندمعیاره با مدل SWOT، نشان داد که در خصوص اولویتبندی استراتژیها، به ترتیب اسـتراتژی تهـاجمی(SO)استراتژی بازنگری (WO) در اولویت اول و دوم و استراتژیهای تدافعی (WT) و تنوع (ST) در اولویتهای بعـدی قـرار گرفتند.

آمایش سازمان فضایی منطقه با تأکید بر نظام جریان کالای حمل شده در منطقه البرز جنوبی
جریانات غالب منطقهای مانند کالا، جمعیت، اطلاعات و... بهعنوان اهرمهای اساسی تغییر در پهنه سرزمین و ساختار فضایی آن هستند. در این مقاله هدف بررسی سیمای سرزمینی در منطقه البرز جنوبی با تأکید بر جریانات کالاهای حمل شده در سه بازه زمانی 1375، 1385 و 1395 است. در راستای دستیابی به هدف مقاله و نیز با توجه به نوع پژوهش که از انواع مطالعات بنیادین و کاربردی است؛ از روش توصیفی و تحلیلی بهره گرفته شده است. در این پژوهش برای گردآوری دادهها و اطلاعات تحقیق از منابع اسنادی شامل انواع آمارنامهها (سرشماری عمومی نفوس و مسکن، کارگاههای صنعتی، حملونقل و راهداری و ...) و نیز مقالات و کتب موجود بهره گرفته شده است. ابزارهای مورداستفاده جهت تحلیل و بررسی ساختار فضایی فعالیت و نظام سکونتگاهی در این مقاله شامل نرمافزار ArcGIS و نیز آزمونهای آماری در نرمافزار UCINET و نرمافزار NETDRAW با هدف بررسی سازمان فضایی است. بر اساس بررسیهای صورت گرفته در این مقاله بهرغم مرکزیت تهران هم در بُعد ساختار فضایی و هم در بُعد گسیل و جذب جریانها، شواهدی مبنی بر تغییر مرکزیت مکانی و نیل ظهور قطبهای جدید بهواسطه سرریزهای تهران مشاهده میشود.

بررسی تاثیر متقابل تمرکززدایی مالی (مخارج و درآمدی) و توسعه منطقهای در ایران
با توجه به ارتباط دوسویه تمرکززدایی مالی و توسعه منطقهای در کشورها، این مطالعه جداگانه به بررسی ارتباط متقابل توسعه منطقهایو تمرکززدایی مالی (مخارج و درآمدی) در استانهای کشور پرداخته و سپس دو شاخص تمرکززدایی مالی مخارج و تمرکززدایی مالی درآمدی را با یکدیگر مقایسه کرده است. در ابتدا، شاخص ترکیبی توسعه CIRD بر اساس 5 بُعد (اقتصاد کلان، علم و نوآوری، پایداری زیستمحیطی، سرمایه انسانی و خدمات عمومی) و با استفاده از روش تحلیل مؤلفۀ اصلی دومرحلهای (PCA) برآورد شده است. در بخش دوم، با استفاده از معادلات همزمان و روش حداقل مربعات دومرحلهای با جز خطا (EC2SLS) به بررسی اثرات متقابل تمرکززدایی مالی و توسعه منطقهای پرداخته و بهترین شیوه تمرکززدایی مالی در کشور بهعنوان یکی از اهداف اصلی این تحقیق معرفی شده است. نتایج تحقیق حاصل از مراحل یادشده، نشان میدهد که استان تهران در بالاترین سطح توسعه و استان سیستان و بلوچستان در پایینترین سطح توسعه قرار دارند و این دو استان عملاً بازگوکننده نابرابری گسترده در سطح استانهای کشور میباشند و بیشترین نابرابری منطقهای مربوط به ابعاد علم و نوآوری و سرمایه انسانی است که از عوامل اصلی تعیینکنندهی نابرابری منطقهای میباشند. در بخش بعدی نشان داده میشود که تمرکززدایی مالی مخارج نسبت به تمرکززدایی مالی درآمدی تأثیر قابلتوجهی بر افزایش توسعه استانی دارد. طبقهبندی JEL: C14، C63، O10، N90، R11

پایش شبانگاهی اقتصاد: معرفی یک رویکرد نوین در برنامهریزی منطقهای
وجود ارتباط مثبت میان سطح فعالیت اقتصادی و میزان نور اندازهگیری شده در تصاویر ماهوارهای در شب، قابل توجیه است و مطالعات متعددی این ارتباط را تأیید کردهاند. در این تحقیق برای اولین بار این ارتباط در اقتصاد ایران و در بازه زمانی سالهای 1371 تا 1393 بررسی میشود. در ابتدا رویکرد تحلیلی بر مبنای دادههای نور شبانگاهی (NTL) و فرآیند استخراج دادهها تشریح و سپس ارتباط میان NTL و سطح فعالیت اقتصادی بررسی میشود. نتایج برآورد الگوهای مختلف رگرسیونی، نشانگر وجود ارتباط مثبت و معنادار میان GDp حقیقی و NTL است و بنابراین انتظار میرود میان توزیع درآمد و توزیع NTL که نماگری از توزیع فعالیتهای اقتصادی است، ارتباط مثبتی وجود داشته باشد. با توجه به کوواریانس میان ضرایب جینی یادشده در سطح استانی، رابطه مثبت بالا تأیید میشود که خود نشانگر مشابهت میان توزیع فعالیتهای اقتصادی و توزیع درآمد در سطح استانها است. بنابراین میتوان با توزیع یکنواختتر فعالیتهای اقتصادی، توزیع درآمد را در سطح استانها به سمت برابری بیشتر سوق داد. بهعبارتدیگر بایستی در حوزه برنامهریزی منطقهای، توزیع فعالیتهای اقتصادی در سطح هر استان به نحوی باشد که توزیع درآمد را به سمت برابری بیشتر سوق دهد.

ظرفیتهای ایجاد شهر خلاق سینمایی در اسناد بالادستی و ارائه راهبرد برای آینده
امروز شهرهای خلاق از اهمیت بسیاری برخورداری هستند. شهرهای خلاق در موضوعات گوناگونی در سراسر دنیا ایجاد میشوند که طیف صنایع خلاق را در برمیگیرند. ازجمله صنایع موردنظر در شهرهای خلاق دنیا سینما میباشد که به لحاظ فرهنگی، اقتصادی، سیاسی و اجتماعی قابلتوجه و درخور اهمیت است. بنابراین نظر به جایگاه سینمای ایران در منطقه و اهمیت ایجاد شهرهای خلاق در کشور، هدف این مقاله بررسی ظرفیتهای ایجاد شهرخلاق سینمایی در اسناد بالادستی و سیاستگذارانه و در نهایت ارائه راهبرد برای آینده است. روش مورد استفاده در این مقاله، از نظر هدف کاربردی، از نظر داده، کیفی و به لحاظ نحوه اجرا توصیفی است. به این منظور از روش تحلیل محتوا استفاده شده است. اسناد بالادستی شامل قانون اساسی، قانون برنامه ششم توسعه، سند چشمانداز بیستساله، سیاستهای کلی نظام و اصول سیاست فرهنگی کشور میباشد. علاوه بر این برای ارائه راهبرد، روش مصاحبه و اسنادی مدنظر بوده است. صاحبنظران با روش گلوله برفی انتخاب شدهاند. بهطورکلی در اسناد بالادستی ظرفیت مناسبی برای ایجاد شهرخلاق وجود دارد، اما تحقق شهرخلاق نیازمند سیاستگذاری کلان و برنامهریزی شهری است. بنابراین، راهبردهایی بر مبنای مدل سیاستگذاری سیستمی برای دستیابی به این هدف ارائه شده است.
