Leisure and recreation are an integral part of the daily life. Governments should provide a healthy environment to meet this need by creating recreational and cultural centers. This research tries to identify the possible effects of the construction of the city theater [before the action] by looking into the future. Therefore, this research seeks to answer the question, what effects will the construction of Karaj city theater have and how can we reduce possible negative effects and increase its positive effects? Is. The methodological approach of this research is a combination, and quantitative and qualitative methods were used to collect data and information. In line with the objectives of the research, the effects identified in 5 social, cultural, environmental-physical, economic and psychological dimensions have been categorized and the importance of each variable has been determined by using the opinions of experts (Delphi method). Cultural tension, the prolongation of the construction process, the presence of prostitutes, beggars and child labor, the change of design and the predominance of commercial use, the opposition of some institutions and organizations, the increase in the cost of construction and maintenance, robbery and theft, the increase in housing rent, air pollution and noise, gathering of criminals and mobs, monopolization of space for the benefit of a certain group and reduction of security, increase in hawking, quarrels and conflicts, and decrease in the sense of social belonging and depopulation of the neighborhood and decrease in citizen satisfaction has been identified as the risks of this project.

Urban catalyst projects are implemented in order to accelerate and facilitate the regeneration process of disorganized and disordered urban areas and are accomplished by relying on social participation and the use of local capacities. This study mainly aimed to investigate the effects and impacts of relocating public organizations to deteriorated areas in Tehran as urban catalyst projects. Thus the methodology was designed based on social impact assessment. Data was collected through documents and field visits. Afterward, the changes derived from the intervention in different variables and impacts on stakeholders were evaluated using different techniques such as comparative analysis. In addition to the literature review, reports from several similar urban projects were also studied. Related officials, urban managers, elites, and local social actors were selected by the targeted sampling method and were also interviewed, and the interviews continued to reach theoretical saturation. Based on all the data, the impacts on various aspects, including social (changes in population density, social control, safety, social conflicts, female presence and participation, migration and gentrification, quality of life, etc.), physical (infrastructures, traffic, deterioration, urban landscape, etc.), economical (property prices, job creation, local businesses, investment, etc.) and environmental subjects were explained. In the end, for managing the impacts, the network of different institutions and organizations which should be responsible for these interventions are identified. Then related solutions are provided to increase the positive effects and reduce the negative ones.

Today, urban development programs because of the divergence of social, political and economic influences existing in the territorial dominions, have little control over the components and forces that shape urban spaces; So that the processes of power in the Metropolitan Area have led to the gradual elimination of unorganized groups and interests in favor of the dominant groups. In the Mashhad Metropolitan Area, despite the existence of regional, district and urban programs with the aim of a balanced organization of space and achievement of spatial justice, there are regional and urban imbalances, and the capital and power are highly centralized. In consequence, the processes resulting from unlimited development have contributed to environmental degradation, migration of villagers to the city, increased urban squatter settlement and consequent damages. Undisputed political power by the means of powerful political, economic and social tools, has been the main element in determining the space organization and has regulated and directed the actions of public and private sectors. The present study is developmental in nature and is based on a mixed methodology, using a questionnaire of experts, and applying CFA factor analysis model in identifying the power and influence of contributing factors in spatial structuring and their relationships, goals and intentions. The findings of the current study showed that the elements of power of sovereignty, government, public sector and citizens have had the most influence on shaping the spatial organization of Mashhad Metropolitan Area, respectively.
