The expansion of cities has become a necessary matter due to urbanization. Thus, the expansion of transportation networks has become a necessity. This is causing a lot of problems in the neighborhoods which have been crossed by new roads. The purpose of this study is to evaluate the effectiveness of the supplementary project of the northern belt of Sari city to the residents of the 22 Bahman neighborhood. In this research, the data collection method is field and statistical (a mixture of quantitative and qualitative methods). The Criteria of "access and services", "physical conditions" and "social situation" have been defined to measure the impact of the new communication path on the living conditions of the 22 Bahman neighborhood. Using the software of Expert Choice, an AHP technic has been applied to wight the criteria and subcriteria, and finally, the status of each of the criteria was evaluated. The results showed that the completion of the northern belt has created problems for the residents of the 22 Bahman neighborhood. The construction of the northern belt has the most effects on the criterion of access and services, then social status, and at last, physical conditions of the neighborhood. According to the studies, it seems that the completion of the northern belt project of the city was necessary, but it was vital to improve the method of project implementation so that the 22 Bahman residential neighborhood would not be divided into two separate parts and people living in the neighborhood would have fewer problems.

Today, instability in the transportation sector is on the rise in most cities in the developing world, and transportation development is mistakenly synonymous with activities such as building bridges and underpasses, widening roads and synchronizing high-speed transit systems. In contrast to urban planners, using a sustainable transport approach, they seek to find a solution that can influence and improve the quality of citizens’ lives by adopting the right transportation policies. The purpose of this study was to investigate the factors affecting the quality of life of the citizens of Rasht and to evaluate the impact of positive-choice transportation policies on the quality of life indicators. In this study, using correlation and regression methods and structural model testing to analyze the effects of two negative policies on traffic limitation and parking restriction and two positive policies on public transport development and spaces development for pedestrians to improve objective quality indicators. Life includes access, social, economic, security, physical and environmental. Accordingly, Cochran's formula was used to determine the sample size. The sample size was 384 persons. The reliability and validity of the questionnaires were 0.822 which was calculated by Cronbach's alpha coefficient. Using Structural Equation Modeling, it was found that the two policies of public transport development and the development of spaces for pedestrians with a physical index of quality of life had an indirect negative effect of -0.02 and -0.019 with two policies, respectively. The car traffic limitation has an indirect positive effect of 0.005 and in the regression analysis, except for the economic route, the rest of the parking constraint paths were not statistically significant and were excluded.

Both men and women deploy city spaces corresponding to their social roles and responsibilities. Since women have always been directly in contact with family and society, they should be considered at the center of attention in urban planning and construction. However, urban planning has been consolidated on the patriarchal implementations and understanding of men’s need. That is why urban policy makers believe that considering the gender equalities should be above all decision making for reshaping the cities. To address the issue, this article attempts to sheds light on the concepts of ‘understanding the needs of both men and women in construction of urban spaces’, ‘recognition of the crucial elements in women-friendly city’ and ‘elucidation of women’s role in urban planning. In doing so, both library research and deeds survey will be customized. Thereafter, according to the literature, the suitable theoretical framework will be adopted so that the strategies and the developmental attempts could be done.
