With the change in wealth creation in the new era, attracting the creative class is very important and reveals the need to address the creative city approach in the world's metropolises, including Tehran. The goal of this study was to assess the objective and subjective of the Tehran metropolis from the perspective of the creative city, emphasizing on the mentality and importance of public knowledge and to provide planning solutions as a creative city. This research uses mixed methods (quantitative and qualitative) and tries to compile the integrated index of the creative city by proposing an appropriate conceptual model to the conditions of Tehran to assess the situation. The conceptual model of the study consists of 26 criteria and 66 indicators. The results show that Tehran is not in a good position in the world rankings. the twelve criteria studied in the subjective assessment by interviewing the target groups, the institutional and structural capital, entrepreneurship and investment and smart infrastructure indicators, had a score of less than 40%. The human capital, creative capital and competitiveness indicators are also components that have scored above average in subjective evaluations. The results of this study could be a roadmap for planning Tehran metropolis to reach the creative city principles.

One of the most important issues in the cities is their overgrowth into metropolises. This increasing growth can often be associated with many environmental, socio-cultural, and economic-political effects and consequences. One of the most effective approaches to deal with this issue would be "urban growth management". Over the past few decades, Urban Growth Management (UGM) as a practical strategy has tried through some approaches, policies, and plans to guide the metropolitan growth process in a more sustainable and smart direction. One of the most important and practical models in quantitative estimation of urban growth conditions has been the "Smart Growth Index" (SGI) which has used a variety of techniques, including the "4D" technique. With reference to such a theoretical and technical background, this article has analyzed the metropolis of Tehran based on some smart growth indexes and in the framework of the urban growth management approach. The results obtained in this article have shown that a positive intervention in the condition of density, diversity, design, and accessibility in land use-transportation interactions can have a significant effect on the vehicle miles traveled (VMT), and thus reduce the mobilities and controlling urban growth in Tehran mega-polis region.

Housing area is one of the aspects affecting the development and housing of people, which is more in small-scale units. The development of small housing in metropolitan areas is related to the economic, socio-cultural and physical spheres. This study tries to identify and prioritize the effectiveness of small-scale housing growth indicators. The research is conducted by using a qualitative method in extracting indicators and collecting residents' opinions along with a quantitative method to determine the effectiveness of independent variables based on a mixed approach. The research question is: What are the indicators that have led to the growth of attention to small-scale housing? What is the effectiveness and prioritization of these indicators based on the views of the residents of small-scale houses in the Nawab area of Tehran? To achieve the goal of the article, among the 22 regions, Nawab area was selected based on criteria such as the frequency of small housing, access to the metro and city bus transportation network, service centers, relative uniformity of architecture and urban planning of the area. The results show that there are 23 components extracted from the subject literature in different areas, seven of which have the most impact and are: cost-effectiveness, balancing the supply and demand of housing, proximity to the city center, prioritizing The quality of the interior, increasing the variety of housing and housing a wider range, optional versus forced choice and the possibility of more savings

It seems that we are not in harmony with the changes of the Tehran metropolis as the capital city of Iran. We often encounter what Cowell and Owens call an implementation deficit. The pursuit of methods that are obviously ineffective and futile, or as Barbara Tuchman calls it, wooden-headedness, the inability to escape the dominant structural and institutional algebra. This structural and institutional algebra indicates a change in attitude and paradigm in this regard. Instead of focusing on Tehran's formation as a process and turning it into an issue, we deal with it as a project. While many factors turn Tehran into a problematic metropolis, it still continues to work. We need to do a reverse engineering of the process that has led to the creation of Tehran over two centuries. There is a need for fundamental change in the outlook towards customary processes and procedures, with a holistic, systemic, process-based, and far-sighted approach. A comprehensive, integrated, and systemic approach instead of a reductionist and abstract attitude; looking into the future rather than the present; a process-based approach instead of a project-based one; a program-centered look instead of a routine one. These are all solutions to Tehran's problem and the organization of the capital issue. The results of the analysis emphasize an integrated and systematic strategy of management in the framework of regional and transregional connections. They also focus on an ecologic attitude toward expanding the metropolis and creating balance between the natural and man-made environments.

Tehran metropolis encounters different problems like many metropolises in developing countries.these problems including existence of different concentrations in it which has been the source of many problems. That subjects and ways always are proposed in direction of balance these negative consequences in political and scientific assemblies consequently . capital transferring is one of the cases that is addressed in order to decreased concentrations in Tehran metropolis frequently . but it has not been applied ever . In this research which is performed in descriptive - analytic way and also using documentary studies and interviewing with experts . therefore we want to pay attention to the value of administrative - political capital transferring policy by it’s effect on decentralization of Tehran metropolis . according to the research findings . it doesn’t seem that this policy can be successful to access the purpose of decreasing Tehran metropolis’s problems and consequently to be followed as a moderate policy in order to decrease the concentration in Tehran city and also to adjust the national imbalances . at the same time . we can assume more practical ways except capital transferring at national and Tehran metropolis levels which are effective in direction of balance the metropolis’s problems and even in countries.town.planning
