The present study, taking the perspective of policy archeology, investigates the discourse space that has led to the emergence of the housing policy object after the revolution as the only possible and desirable object, in order to understand correctly the rules that govern the scattered components of the housing policy-making discourse in post-revolutionary Iran. In this regard, Foucauldian discourse analysis was used. The results show the deviation occurred in the formation of the housing policy-making object after the post-revolution Iran in the development programs from the official discourse of the Islamic Republic (authorized in the constitution), so that during the process of govermentalization of housing policies, surfaces of emergence, authorities of delimitation, and grid of specifications made the particular, limited, and governable form of the object, as an homo oeconomicus visible, leading to housing to be transformed to a special privilege from a public right to and be out of reach of everyone.

Poverty is one of the most important challenges of urbanization today. The fuzzy method was used to scale the indicators, the factor analysis method was used to measure poverty and the Moran spatial correlation method was used for spatial analysis. According to the results, the situation of some indicators such as livelihood burden, dependency burden, total unemployment, rented housing, aging rate, and divorce ratio has worsened compared to before. In the zoning of 1390, about 32.52% of the population and 26.12% of the area were in the poverty zone, while in 2016, this amount increased to 75.44% of the population and 48.22% of the area. Also, the growth of the number of blocks, area, population, and household in very poor and impoverished areas has been more than affluent and very affluent areas. A comparison of the percentage change of each of the four variables shows that the largest change is primarily related to the household variable and the population in the very poor area, which grew by 201 and 183%, respectively, and secondly by the household and population located in It is a poor area that grew by 163 and 135 percent, respectively. The purpose of this study is to use linguistic concepts and slang phrases in analyzing the content of the city text. The method used in this research is qualitative content analysis with an inductive approach. For data collection, 37 real estate consultants from 22 districts of Tehran were selected for interviews by the accessible sampling method. They were asked to express slang phrases that are widely used in the field of residential transactions and the introduction of neighborhoods. Also, by referring to the real estate advertisements on the online platforms including Divar and Sheypoor, as well as the real estate consultants’ pages on the Instagram App, similar phrases were extracted. Next, the process of coding and categorizing these phrases was done in such a way that all phrases that had a common semantic theme were placed in the same category. Accordingly, 8 categories affecting the valuation of housing and neighborhoods based on slang phrases in terms of percentage of repetition were obtained, respectively, which are: 1- geographical features of the building land in the neighborhood and the city; 2- legal features; 3- building welfare facilities; 4- natural, climatic features and environmental conditions of the building; 5- properties of materials and life of the building; 6- slang features; 7- building service facilities; and 8- building engineering features. In terms of residential and neighborhood valuation in the context of the city, 5 categories are distorted, incorrect, or more than intrinsic value, and only 3 categories have parity equal to intrinsic value.

Today, important parts of cities with capitalist intentions are used for large-scale projects. Many people are affected by these plans. The consequences of land acquisition in many development projects have led to widespread dissatisfaction among the residents of the areas in the project. This factor has weakened the rights of residents and caused many material and identity losses and has created many problems for the community. Therefore, it is necessary to study this issue from the perspective of the religion of Islam. In this study, while studying scientific sources and religious texts, under the concept of the Iranian-Islamic city, three jurisprudential dimensions, citizenship and moral rights, are examined. The main question of the research is “What is the position of jurisprudential and moral principles and its rules with emphasis on the concept of ownership in urban development projects?” The results showed that the rules of domination, harm and expediency is one of the most important jurisprudential principles that must be observed in Islamic urban planning in Iran in order to maintain and strengthen the family foundation, property stability, and respect for citizens. In this regard, the concepts of Islamic urban planning should be included as a necessity in the laws related to the city. Lack of updating of a number of laws of the country and incorrect interpretation of the collective interest in large-scale projects, which are mostly prepared and implemented with economic intentions and political lusts, are among the reasons for problems in the field of land acquisition.
