تأثیر گفتمان‌های حاکم بر سیاست‌های توسعه شهری: واکاوی اسناد برنامه‌ توسعه کشور (1327-1407)

چکیده
برنامه‌ریزی شهری، به‌مثابه یک کنش سیاسی-فضایی، عرصه‌ای پیچیده از نزاع‌های گفتمانی، تلاقی قدرت و فضا، و بازتاب‌دهنده ایدئولوژی‌های حاکم بر ساختار سیاسی-اقتصادی هر دوره است. این پژوهش با هدف واکاوی عمیق تعاملات میان برنامه‌های توسعه کشور، جریانات اقتصاد سیاسی و پارادایم‌های جهانی برنامه‌ریزی شهری، با بهره‌گیری از روش تحلیل گفتمان مبتنی بر نظریه لاکلاو و موف به تحلیل دوازده برنامه توسعه کشور (از سال ۱۳۲۷ تا سال ۱۴۰7) می‌پردازد. پرسش‌های هدایتگر پژوهش عبارت‌اند از:
(۱) سیاست‌های توسعه شهری در برنامه‌های توسعه کشور چگونه با گفتمان‌های مسلط سیاسی-اقتصادی زمانه خود هم‌بسته‌اند؟ (۲) این سیاست‌ها تا چه حد با پارادایم‌های جهانی برنامه‌ریزی شهری همسو یا در تقابلند؟ یافته‌های پژوهش نشان می‌دهد که برنامه‌ریزی در ایران از گفتمان مدرنیستی آمرانه و توسعه زیرساختی در دوره پیش از انقلاب، به گفتمان عدالت‌خواهی توزیعی و سپس لیبرالیسم رانتی در دوره پس از انقلاب تغییر جهت داده است. بااین‌حال، علی‌رغم تغییر در دال‌های مرکزی و واژگان نمادین، یک پیوستگی ساختاری در فرم برنامه‌ریزی مشاهده می‌شود که همان غلبه عقلانیت ابزاری، تمرکزگرایی دولتی و طرد نظام‌مند مشارکت‌های مردمی است. نتایج حاکی از آن است که سیاست‌های شهری، نه بر مبنای نیازهای بومی و عدالت فضایی، بلکه به‌عنوان ابزاری برای تثبیت سلطه سیاسی و انطباق صوری با پارادایم‌های جهانی مانند برنامه‌ریزی راهبردی و توسعه پایدار عمل کرده‌اند.

The Impact of Dominant Discourses on Urban Development Policies: Analysis of Iran’s National Development Plans

چکیده English

Urban planning, functioning as a political-spatial practice, represents a complex arena of discursive struggles and the nexus of power and space, reflecting the dominant ideologies governing the political-economic structure of each era. Aiming to scrutinize the interplay between national development plans, political-economic currents, and global urban planning paradigms, this study employs Laclau and Mouffe’s discourse theory to analyze twelve national development plans (from 1948 to 2028). The guiding questions of the research are: (1) How are urban development policies within national development plans articulated with the dominant political-economic discourses of their time? and (2) To what extent are these policies aligned with or in opposition to global urban planning paradigms? The findings indicate that planning in Iran has shifted its trajectory from a discourse of state-led modernism and infrastructural development in the pre-revolution era, to a discourse of distributive justice, and subsequently to liberalism within a rentier economy in the post-revolution era. However, despite shifts in nodal points and symbolic vocabulary, a structural continuity in the planning form is observed: the dominance of instrumental rationality, state centralism, and the systematic exclusion of public participation. The results suggest that urban policies have operated not on the basis of indigenous needs and spatial justice, but rather as instruments for consolidating political hegemony and ensuring symbolic conformity with global paradigms such as strategic planning and sustainable development.
